In 2022, incarcerated students’ ability to access New York’s Tuition Assistance Program (TAP) was restored in New York State, after 26 years of a senseless and destructive ban.
A Generational Victory
With BPI’s Senior Government Affairs Officer Dyjuan Tatro ’18 at the helm, we were proud to come together with friends at College & Community Fellowship, advocates, educators, alumni, and directly impacted communities to see this through. Because of the tremendous #TurnOnTheTAPNY coalition, public funding for college-in-prison in New York State is back.

TAP Advocacy Fellows
In early 2022, BPI welcomed four fellows to support the execution of a Tuition Assistance Program (TAP) restoration strategy. All of the fellows were formerly incarcerated and three were BPI alumni. The fellows worked with BPI’s National Engagement team, penning op-eds and speaking in meetings with elected officials in support of restoring TAP funding for incarcerated students.
